Pradhan Mantri Awas Yojana (PMAY) plays a vital role in supporting affordable housing across Odisha. The scheme works towards the national goal of “Housing for All” by ensuring that eligible families, whether living in villages or towns, can access safe and permanent homes. In Odisha, PMAY is carried out through two distinct arms – one focused on rural households and the other on urban residents. These initiatives aim to replace unsafe kutcha houses with pucca homes that include basic facilities such as electricity, sanitation, and clean cooking options. By combining financial support from the Centre and the State, PMAY helps low-income families reduce their housing burden and improve their overall quality of life. The programme also encourages transparency by allowing beneficiaries to track their applications and payment stages online.

However, the mission does not end there; the state government of Odisha also aims to complete the construction of an additional 49,142 housing units for urban beneficiaries. The government understands the rising real estate prices in prominent areas like Patrapada, Raghunathpur, and Kalinga Nagar, which keep the middle-income and low-income earners from buying a home. Thanks to PMAY, the Odisha government wants can help every city dweller realise their dream of owning a house.

As a homebuyer in Odisha, PMAY comes to your aid in many ways. Most importantly, you can benefit from CLSS (Credit Linked Subsidy Scheme) and get interest subsidies on your home loan based on your income and economic standing. However, to qualify for PMAY benefits, you need to meet a set of eligibility terms and know the process to apply for PMAY.

Odisha assembly heats up over Panchayati Raj and drinking water budget demands

The Odisha Legislative Assembly recently witnessed an intense discussion during deliberations on budget allocations for the Panchayati Raj and Drinking Water Department. Opposition parties, including the BJD and Congress, strongly criticised the BJP-led government, while the ruling party defended its actions and raised concerns about past governance.

Opposition members highlighted several grassroots issues affecting rural development. These included delays in supplying free sand to PMAY beneficiaries, weak implementation of MGNREGA, increasing labour migration, and ongoing challenges in providing safe drinking water. BJD MLA Arun Kumar Sahoo accused the government of influencing elected panchayat representatives through informal arrangements and alleged that those refusing to switch allegiance faced administrative pressure. He also questioned the decision to raise the financial approval limit of Block Development Officers to Rs. 10 lakh, stating that it could weaken the three-tier Panchayati Raj structure.

Congress MLA Ashok Das further alleged that funds for various schemes had not reached blocks even in the 2024–25 financial year and demanded a thorough review of spending. In response, BJP legislators countered by pointing to alleged irregularities under the previous government, claiming large sums were spent on incomplete projects. The debate saw participation from several members, making it one of the most charged sessions of the winter assembly.

While government schemes like PMAY provide valuable subsidies, many homebuyers in Odisha still need additional financing to bridge the gap between the scheme benefits and the actual property cost. If you are planning to purchase a home in Odisha and want to explore financing options that work alongside PMAY benefits, check your home loan eligibility with Bajaj Finserv today. Odisha to provide PMAY housing aid to 10 lakh beneficiaries by January-end

In a significant step towards achieving the goal of “Housing for All,” the Government of Odisha has announced that financial support will be extended to 10 lakh eligible beneficiaries under the Pradhan Mantri Awas Yojana by January 31 2026. This move is aimed at helping economically weaker households transition from temporary shelters to permanent homes with essential facilities.

The scheme is being positioned as a New Year initiative for families in need, especially those living in kutcha houses. PMAY continues to play a vital role in improving living standards by offering financial support to low-income households, middle-income groups, and people residing in informal settlements, enabling them to build safe and durable homes.

According to Panchayati Raj and Drinking Water Minister Rabi Narayan Naik, the scheme has received an overwhelming response across the state, with nearly 37 lakh applications submitted. After a detailed verification process to maintain fairness and transparency, around 34 lakh applicants have been shortlisted. This list has already been forwarded to the Central government for approval.

The rollout of financial assistance will take place in stages. In the first phase, 10 lakh beneficiaries are expected to receive support by the end of January 2026, once approval is granted. Each selected household will receive Rs. 1.20 lakh to support house construction under PMAY and related state schemes.

To promote faster completion, the government has introduced incentives. Beneficiaries who complete construction within four months may receive an additional Rs. 20,000, while those finishing within six months can get Rs. 10,000. These incentives are designed to ensure timely project completion.

The state is coordinating closely with the Central government to ensure quick fund release. Authorities have also indicated that families who may have been excluded due to technical reasons could still benefit through alternative state housing schemes.

Overall, this large-scale initiative is expected to transform both rural and urban areas of Odisha by providing secure housing to lakhs of families who have long awaited permanent shelter.

Odisha to roll out affordable rental housing for urban poor under PMAY-U 2.0

The Government of Odisha is planning to introduce affordable rental housing options for the urban poor under Pradhan Mantri Awas Yojana Urban 2.0. This initiative aims to reduce the burden of rising rental costs in cities and improve access to safe and affordable accommodation.

As part of the plan, vacant or underused residential buildings owned by both Central and State governments will be identified and converted into rental housing units. These homes will mainly serve migrant workers, people employed in industries and businesses, informal sector workers, and working women who often struggle to find affordable housing in cities.

To move the plan forward, Additional Chief Secretary Usha Padhee has reached out to several government departments to gather information about unused housing properties in urban areas. These departments include Home, Agriculture, Energy, Finance, and others, ensuring a comprehensive assessment of available assets.

Under PMAY-U 2.0 guidelines, the Affordable Rental Housing (ARH) initiative will follow two implementation models. In the first model, vacant government-funded buildings will be converted into rental units through public agencies or partnerships with private players. In the second model, private or public organisations will build and manage rental housing projects for Economically Weaker Sections and Low-Income Groups, recovering costs through rent over time.

Rental rates for these units will be decided by local authorities based on market conditions and periodic surveys. The rates may also be revised from time to time to remain practical and affordable.

This initiative is expected to support urban development by improving living conditions, increasing worker productivity, and reducing the growth of informal settlements in cities across Odisha.

Under the updated guidelines of Pradhan Mantri Awas Yojana, rural households can now qualify with a monthly income of up to Rs. 15,000. How can I track my PMAY application status online in Odisha?

Applicants can track their status through the official PMAY-MIS portal. Under the Pradhan Mantri Awas Yojana system, select ‘Track Your Assessment Status’ and enter your Assessment ID or Aadhaar number. After verifying with an OTP sent to your registered mobile number, you can view the progress of your application, including completed and pending stages displayed clearly.

What documents are required for PMAY verification in Odisha for 2026?

To complete verification for Pradhan Mantri Awas Yojana, applicants must submit documents such as Aadhaar Card, voter ID, and Aadhaar-linked bank passbook. Additional requirements include an income certificate or self-declaration, land ownership papers (if applicable), and a declaration confirming that you do not own a pucca house. Rural applicants may also need MGNREGA Job Card and SBM registration details.

Can I still apply for PMAY Odisha if my name is not in the SECC 2011 list?

Yes, even if your name is not included in the SECC 2011 database, you may still apply under Pradhan Mantri Awas Yojana. You can raise a request through your local Gram Sabha or Block Development Office. The government also conducts Awaas+ surveys to identify eligible families who were previously left out, allowing them to be added after proper verification.

Financial support under Pradhan Mantri Awas Yojana is transferred directly to beneficiaries through Direct Benefit Transfer (DBT) into Aadhaar-linked bank accounts. Beneficiaries of Pradhan Mantri Awas Yojana in Odisha also receive added support through convergence with other schemes. Under MGNREGA, eligible households can get 90 to 95 days of wage employment for construction work. Additionally, under the Swachh Bharat Mission, beneficiaries can receive Rs. 12,000 for building a toilet, ensuring improved sanitation and better living conditions.
