You can calculate your Goa electricity bill based on the number of units consumed by using the formula:
Total bill amount = (Number of units consumed X Cost per unit) + Fixed charges + Applicable taxes
For example, if a domestic consumer consumes 200 units per month and has a fixed charge of Rs. 100, the bill calculation would be as follows:
Total bill amount = (100 X 3.20) + (100 X 4.40) + 100 + Applicable taxes = Rs. 320 + Rs. 440 + Rs. 100 + Taxes.Fees and charges

This charge starts accruing two weeks after the due date mentioned on your bill.
Register yourself: Visit the Goa Online Portal (https://goaonline.gov.in/) and register if you haven't already.
Apply for Change in Name/Transfer of Ownership: Navigate to the Electricity Department services and find the option for "Change in Name of Registered Consumer/Transfer of Ownership to Legal Heir."
Fill the application form: Enter your Consumer Number (CA No.) and mobile number, select "Change in Name of Registered Consumer," and fill in the details of the new owner.
Upload documents: Scan and upload copies of the required documents (listed below) in PDF format (each file size not exceeding 2MB).
Pay the fee: Make a payment of Rs. 200 (Rs. 100 form fee + Rs. 100 processing fee) using the provided options.
Submit the application: After payment, click "Final Submit" to complete the process.
Visit the Goa Online Portal: Go to https://goaonline.gov.in/.
Search for your bill: Enter your Consumer Account Number (CA No.) or Contract Account Number in the search bar and click "Search."
View and download the receipt: If the bill has been paid, you can view the payment details and download a duplicate receipt in PDF format. Look for the "Duplicate Receipt" option.
