FSSAI Licence: Registration, Types, Fees, Documents, and Application Process

There are three main categories: FSSAI registration, State licence, and Central licence. The turnover thresholds for new applications changed from 1 April 2026.

Turnover is not the only test for every business. Importers, e-commerce operators, exporters, certain multi-state activities, and other specified businesses can require a Central licence irrespective of turnover.

FSSAI changed the turnover thresholds and introduced perpetual validity through the Food Safety and Standards (Licensing and Registration of Food Businesses) Amendment Regulations, 2026.

What changed in June 2026?

A second amendment to the FSSAI licensing and registration regulations was notified on 23 June 2026 and published on 24 June 2026.

Daily production and raw-material utilisation records are required for manufacturing businesses, while non-manufacturing food businesses are exempt from that specific record-keeping condition.

The amended hygiene provision also requires first-in, first-out (FIFO) and first-expire, first-out (FEFO) storage practices for specified food stocks, with the requirement not applying to retailers.

Start with your food business activity, then check turnover and any activity-specific capacity, location, or operational criteria.

• Identify the kind of food business you operate.
• Check the annual turnover applicable to the business.
• Review activity-specific eligibility criteria for capacity, location, number of vehicles, storage, or other parameters.
• Confirm whether registration, a State licence, or a Central licence applies.
• Prepare the documents required for that specific kind of business.
• Submit the application through FoSCoS.

For example, a retailer with annual turnover up to Rs. 1.5 crore can fall under registration, while an importer requires a Central licence without a turnover threshold. A food business should therefore avoid selecting a category based only on turnover.

The FSSAI licence fee depends on the authorisation category and the kind of food business. The standard registration fee is Rs. 100 per year, and the standard Central licence fee is Rs. 7,500 per year.

The FoSCoS eligibility schedule can prescribe different State licence fees for different activities. For example, several State licence categories carry a fee of Rs. 5,000 per year, while some activities have lower prescribed fees.

FSSAI's 2026 reforms allow Food Business Operators to select and pay fees for multiple years at once. Perpetual validity means renewal is no longer required, but the prescribed fee framework still applies.

The FSSAI licence document list depends on the kind of food business and the licence category. Manufacturing and processing businesses can require more technical information than retail or food-service businesses. Keep the FSSAI licence records consistent with the application details.

You can apply for an FSSAI licence or registration online through FoSCoS by selecting the applicable food business activity and completing the relevant application.

• Open FoSCoS and select the option for a new licence or registration.
• Choose the relevant kind of food business and confirm the applicable eligibility category.
• Complete the required application details, including business, premises, food activity, and turnover information.
• Upload the documents required for the selected category.
• Pay the applicable FSSAI fee.
• Complete scrutiny, inspection, or other verification requirements applicable to the activity.
• Track the application using the application reference number and respond to any query raised during processing.

The processing requirements can differ by food business. Manufacturing units, for example, can have inspection and technical-document requirements that do not apply in the same way to every retail or food-service business. The FSSAI licence category should match the activity being carried out.

FSSAI licences and registrations now have perpetual validity unless they are suspended, cancelled, or surrendered.

Food Business Operators therefore do not need to renew their registration or licence periodically under the 2026 framework. Perpetual validity does not remove continuing obligations relating to hygiene, food safety, inspections, or other applicable statutory requirements.

If the business changes its activity, premises, ownership, or other licence particulars, the appropriate modification or other regulatory process still applies.

An FSSAI licence number is a 14-digit identification number associated with a registered or licensed food business.

Food businesses must follow the applicable rules for displaying or declaring their FSSAI details on premises, packaging, labels, and other relevant material. The 

FSSAI licence details should be kept current when business particulars change.

The licence number identifies the food business within the FSSAI regulatory system. It should not be treated as a substitute for other registrations or permissions that a business may require.

Operating a food business without the required licence can attract criminal and financial penalties under the Food Safety and Standards Act, 2006.

Section 63 provides for imprisonment of up to 6 months and a fine of up to Rs. 5 lakh for carrying out a food business without a licence. A valid FSSAI licence helps avoid this specific licensing offence.

Other food-safety violations can attract separate penalties. The applicable consequence depends on the specific offence and the relevant statutory provision.

FSSAI registration does not by itself guarantee approval for a business loan. It can form part of your business documentation when a lender assesses an application, depending on the lender's requirements.
