Andhra Pradesh Drops Marriage Certificate Requirement for Ration Card Applications

Amaravati - In a major policy relief for newly married couples across Andhra Pradesh, the state government has done away with the long-standing requirement of submitting a marriage certificate when applying for a new ration card or splitting an existing family card.
Civil Supplies Minister Nadendla Manohar made the announcement, clarifying that a marriage certificate is no longer a mandatory document for new ration card applications or for card-splitting purposes. The ration card application drive in AP officially kicked off on May 8, 2025, with applicants visiting Grama and Ward Secretariats to submit their details.

Addressing a press conference in Vijayawada, the minister dismissed circulating rumors that insisted on marriage documentation. He explicitly stated that neither a marriage certificate, a wedding card, nor wedding photographs are required at any stage of the ration card application process. He issued a stern warning to field-level officials against deviating from this rule and stressed that eligible applications must be accepted without exception. In cases of genuine doubt, officers are directed to conduct on-site verification before making a decision.

Why This Matters

The earlier system placed a heavy burden on newly married couples, who were required to furnish a range of documents - including a marriage certificate - just to get their names added to a ration card. This was especially challenging for families in rural areas who often lack formal marriage documentation, effectively cutting them off from food security benefits and government welfare schemes.

By scrapping this requirement, the government has significantly streamlined the process for vulnerable households.

How and Where to Apply

Andhra Pradesh residents can now access ration card services through multiple channels - Village and Ward Secretariats, MeeSeva centres, the Jana Mitra WhatsApp Governance platform, and the Citizen Login portal. The state has also extended eKYC via OTP to residents living outside AP, eliminating the need for them to travel back to their home village or ward secretariat in person.

The seven ration card services currently available include: applying for a new card, splitting an existing card, adding or removing family members, surrendering a card, correcting Aadhaar details, and changing an address.

Rollout and Timeline

The minister assured applicants that all submitted applications will be processed within 21 days. He further stated that free ration cards are set to be issued to 4.24 crore eligible beneficiaries in June, with the government confident in the accuracy of its records.

Ground-Level Challenges

Despite the policy simplification, implementation on the ground is facing some hurdles. Delays have been reported due to limited awareness among village and ward secretariat staff, alongside technical glitches. Officials note that complications stemming from earlier household mapping errors continue to affect the revision process in some areas.
