  • Reselling: When you sell your bike, the bike’s ownership papers have to be transferred to the name of its new owner. If the vehicle is purchased in the same state, the current owner must submit Form 29 to the RTO informing them of the transfer. Next, the current owner must submit Form 30, Form I, and other required documents within 30 days. However, in cases of interstate sales, the current owner will have to submit Form 30, Form I, Form II, and other required documents within 45 days of the transfer.
  • Death of the owner: After the demise of the two-wheeler owner, the bike should be transferred to the legal heir of the deceased individual. The heir inheriting the two-wheeler must initiate the two-wheeler paper transfer process by submitting Form 31 to the RTO within three months of gaining the vehicle’s possession.
  • Public auction: If the bike is sold in a public auction to pay off debts, then the bike’s ownership papers must be transferred to reflect the new owner’s name and details. The new owner acquiring the two-wheeler in the auction has to submit Form 32 to the RTO within 30 days of taking possession of the two-wheeler.

Documents for two-wheeler paper transfer from one state to another

  • CVM Form 28

  • No Crime Record Bureau (NCRB) Certificate
  • Loan clearance certificate (if applicable)
  • NOC issued by the original RTO
  • An order from the registering authority that states the refusal to grant an NOC
  • If neither is received, a declaration certificate needs to be submitted, along with a receipt from the registering authority or the postal acknowledgement received from the registering authority.

Understanding the two-wheeler paper transfer process online

While some states offer all two-wheeler paper transfer services online, others require you to visit the RTO for certain steps. Accordingly, the steps for online two-wheeler paper transfers can also vary. To apply for a two-wheeler paper transfer online through the Parivahan Sewa portal, you must fill out the applicable form, submit the necessary documents, and pay the fees on the portal. Here is a step-by-step guide to the same.

  1. Visit the Parivahan Sewa website at https://parivahan.gov.in/parivahan//en
  2. Under the ‘Online Services’ tab, go to the ‘Vehicle Related Services’ option
  3. Enter your bike’s vehicle registration number and click ‘Proceed’
  4. Choose the miscellaneous option
  5. Input your mobile number and click on the ‘Generate OTP’ button
  6. Enter the OTP received and click on ‘See Details’
  7. Select ‘Transfer of Ownership’ under the ‘Application Selection’ option
  8. Fill up the ‘Transfer of Ownership Details’ including the new owner’s name, insurance number, permanent address, and current address
  9. Pay the applicable two-wheeler paper transfer fee and wait for two confirmation receipts, along with Form 29 and Form 30, to be generated
  10. Ensure all parties involved sign hard copies of these documents
  11. Submit the PUC, original RC, copy of the insurance policy, and other required papers, along with the duly signed hard copies of the downloaded forms, to the new RTO via mail or in person

After verification of these documents, a new RC will be issued in the name of the new bike owner.

Note that interstate two-wheeler paper transfers can only happen online if both states offer this digital facility. To do so, you must apply for an NOC and submit soft copies of all necessary documents to the new RTO through the Parivahan portal.

Charges for two-wheeler paper transfer

Two-wheeler paper transfer fees can vary depending on the RTO, the type of bike, and its age. Generally, the following costs apply to two-wheeler paper transfers – for both intra and inter-state transfers.

  • The two-wheeler paper transfer cost for regular bikes can vary between Rs. 30 and Rs. 35

  • For imported bikes, transfer charges extend to Rs. 100

  • A smart card fee of Rs. 200 is also applicable
