The Assam government introduced the Atal Amrit Abhiyan to provide critical care coverage for Below Poverty Line (BPL) and Above Poverty Line (APL) families, making healthcare more accessible and affordable. Through this scheme, BPL and APL families are entitled to cashless medical treatment. The Atal Amrit Yojana is being implemented by Medi Assist Insurance TPA Private Limited.

Under the scheme, Medi Assist Insurance TPA Private Limited issues the Atal Amrit Abhiyan Card to eligible adult members of BPL and APL families. Once issued, the card allows the holder to receive medical treatment at recognised hospitals participating in the scheme. What is the Atal Amrit Yojana?

Many households are driven into poverty due to high healthcare expenses. Illnesses, whether chronic, long-term, or sudden, can lead to catastrophic costs with severe consequences. Even lower-middle and middle-class families often struggle to access quality treatment when faced with critical illnesses due to the high costs.

To address this vulnerability among the BPL and low-income households in the state, the Government of Assam launched the Atal Amrit Abhiyan health assurance scheme. This initiative provides cashless treatment and critical care coverage, aiming to make healthcare more affordable and mitigate the financial burden of out-of-pocket expenses.

Features of Atal Amrit Yojana (AAY)

Discussed below are the key features of AAY – Atal Amrit Yojana:

  • The Scheme is being implemented by Medi Assist Insurance TPA Pvt. Ltd., the selected Implementation Support Agency (ISA).
  • The Scheme is open to all BPL families and APL families in the state with an annual family income of up to Rs. 5 lakh. Government employee families are not eligible.
  • Each eligible family's adult members will be enrolled through the ISA and receive a laminated ID card with a unique identification number, allowing cashless treatment at empaneled hospitals. Children under 18 will be enrolled with the head of the family.
  • The Scheme is free for BPL families, while APL families will pay a nominal annual enrollment fee of Rs. 100 per member.
  • The Scheme provides inpatient treatment at empaneled hospitals (both private and public) up to a maximum of Rs. 2 lakh per individual member per year, covering 438 procedures within and outside Assam.

Benefits of Atal Amrit Yojana

Given below are the benefits of Atal Amrit Yojana:

  • Up to Rs. 2 lakh per year will be reimbursed for approved procedures and services within disease/treatment packages, on a completely cashless basis. The enrolled beneficiary can visit an empaneled hospital with the bar-coded laminated card and receive treatment without making any payment, up to the Rs. 2 lakh cap.
  • Reimbursement is limited to an approved list of procedures across six specialties. This list of 436 procedures was finalised by a Committee chaired by the Director of Medical Education, Assam. These six specialities include:
  • Cardiovascular diseases
  • Renal (kidney) diseases
  • Cancer
  • Neurological conditions
  • Neonatal diseases
  • Burns
  • There is no exclusion of pre-existing diseases. All illnesses will be covered from day one.

Enrolment fees for Atal Amrit Yojana

Enrolment for the first year is free for everyone under the Atal Amrit Yojana. However, second year onwards, the following fee shall be applicable:

Step 1: Visit the official website (nhm.assam.gov.in/).

Step 2: Scroll down and click on the 'Atal Amrit Abhiyan Application Format' to download the application form.

Step 3: Print the form and fill in the required details.

Step 4: Submit the completed application form along with the necessary documents to the Office of the Joint Director of Health Services in your district.

Alternatively, you can obtain and submit the form at the district enrollment center.
