E-Swathu Karnataka: Introduction

Operated by the Rural Development and Panchayath Raj Departments, E-Swathu Karnataka is an online portal that allows users to view and download their property’s E-Khata easily. This scheme helps clarify a property’s ownership details in rural regions of the state.

One of the primary reasons for the launch of this portal was to eliminate land and property-related forgeries and keep a close eye on registration of assets in unauthorised layouts.

The e-swathu portal helps in the maintenance of the latest ownership records and physical property details under each Gram Panchayat’s jurisdiction. Moreover, for ownership transfer via inheritance, gift, acquisition, or liabilities, this platform can also be used to update the information. This makes it extremely feasible for the concerned gram panchayats to share property details for town planning, government projects, and court cases.

One important point to note before using this portal is that the e-swathu platform is in the Kannada language. Thus, property owners not proficient in this language might have to use translator apps or sit with friends or family members with the ability to read Kannada when operating this website.

The two most important documents in this portal are Forms 9 and 11, which are discussed below.

Forms in E-Swathu Karnataka (Form 11 & Form-9)

Forms 9 and 11 are two crucial documents required in the collection of property tax. These are created for non-agricultural properties by gram panchayats under their jurisdiction, with different rules.

  • Form 11, also called the Register of Demand, Collection and Balance of land and building, is issued under Rule 30, Amendment Rules 2013 of Karnataka Panchayat Raj (Grama Panchayat Budgeting and Accounting) Rules 2006.
  • Form 9 is a document that authenticates the location of a site in a village. It is issued under Rule 28, Amendment Rules 2013 of Karnataka Panchayat Raj (Grama Panchayat Budgeting and Accounting) Rules 2006.

To generate these forms, a property has to meet certain eligibility criteria, as discussed below:

  • It must be a non-agricultural property or legally converted to one under the Karnataka Land Revenue Act, 1964.
  • Its location must be within the village limits and must be verified by a Tehsildar via a sketch.
  • It should possess sanctions and plan approvals from the respective government departments under the Town and Country planning act.
  • This document has to be issued to the beneficiaries of government housing scheme beneficiaries including Indira and Ambedkar Awaas Yojana and Basava Vasati Yojana.

Documents required to apply for Form-11 and Form-9

Here are the documents individuals need to apply for Form 9 and 11 in E-swathu Karnataka:

  • Proof of Identity,
  • Proof of Address,
  • Applicant’s passport-sized photographs,
  • Plan sanction and approval documents issued by the Urban Development department,.
  • Property ownership documents,
  • Ownership documents and Conversion Order issued by the Revenue Department,
  • Gramthana sketch and verified property certificate for Gramthana properties, and
  • Hakkupathra and Sanction Order for properties under the abovementioned government housing schemes.

Steps to Create Form-9 & Form-11 in E-Swathu Karnataka

Only government officials and registered data entry operators can create Forms 9 and 11 on the e-swathu portal. Moreover, applicants will need a biometric authentication device on all stages of logging in to this platform. That said, here is a step-by-step guide to create Forms 9 and 11:

  1. Visit the official E-swathu portal and enter your login ID in the box provided
  2. Complete biometric authentication to enter the web app
  3. From the left pane menu, choose the second option for new property details:
    hosadaagiaasthi vivaragala servade (ಹೊಸದಾಗಿಆಸ್ಥಿ ವಿವರಗಳ ಸೆರ್ವಾದೆ)
  4. Enter requested data in their respective fields and click on the Ulisu aasthi (ಉಳಿಸು ಆಸ್ತಿ) Save button
  5. Switch to the Owner tab; here, enter the property owner’s details and upload the required documents
  6. Next, enter the property details, including gram panchayat coordinates, survey number, dimensions, liabilities, and rights, and click on the Save button after verifying your entries
  7. If applying for Form 11, you will also need to enter Registration and Electricity details
  8. Save the entries to generate Forms 9 and 11
  9. Click on the application number created and choose karyadarshiya anumodanege sallisu (ಕಾರ್ಯದರ್ಶಿಯ ಅನುಮೋದನೆಗೆ ಸಲ್ಲಿಸು) to submit for secretary’s approval
  10. Choose the property, enter any comments if you wish, and click on the Forward button

The concerned secretary will be able to see all pending approval forms using their login ID. Upon verification, the application will either be accepted, returned, or rejected.

How to Check the Status of a Property on E-Swathu?

To check property status, individuals will have to visit the Kaveri reports section of the E-swathu Karnataka portal. The step-by-step process is as follows:

  1. On the e-swathu portal homepage, click on the Reports tab. This will open a drop-down menu
  2. Select Kaveri Reports
  3. Depending on which data point you have, choose one of the following:
    1. Property ID
    2. Registration number
    3. Village-wise
    4. Date-wise
    5. Abstract report
  4. On the report generated, click on Request ID to get the name of the seller of this concerned property

How to View Your Property Documents on E-Swathu?

To view property documents, homeowners will need to visit the Verify tab. Follow these simple steps for the same:

  1. On the e-swathu portal homepage, click on the Verify tab. This will open a drop-down menu
  2. Select the first option, Verify Documents
  3. In the following screen, enter the document number to get access to it
  4. Click on the View document option to download a local copy
